II.1.5) Short description of the contract or purchase(s): The Authority
intends to conclude a single operator framework for the North Area and a
separate single operator framework for the South Area.
The works will comprise a combination of internal and external component
renewals to bring Rykneld Homes properties up to the Decent Homes Standard
and will include but notwithstanding the following: kitchen and bathroom
renewals, heating installations, electrical re-wiring, roofing, window and
door replacement and associated external fabric repairs, aids and
adaptations. The contracts entered into will be collaborative partnering
contracts with the successful bidders expected to provide comprehensive
'design and build' services, working in collaboration with Rykneld Homes
and it's key stakeholders.

II.2.1) Total quantity or scope: The total value of the contract is
subject to funding which in turn is subject to Rykneld Homes obtaining 2
stars at the next Audit Commission Inspection in May 2009. The maximum
funding available is 105,000,000 GBP. The minimum funding available if
Rykneld do not achieve 2 star status is 20,000,000 GBP.

TITLE: North Area
1) SHORT DESCRIPTION: Comprehensive works to bring Rykneld Homes up to
the Decent Homes Standard and other associated works. Works will comprise
design and related building consultancy services and construction works
under a design and build approach.
The contract will be awarded under a single Framework Contract with
individual packages of work 'called off' over the life of the Contract
using the ACA Project Partnering Contract (PPC2000).

SECTION III: LEGAL, ECONOMIC, FINANCIAL AND TECHNICAL INFORMATION
III.1) CONDITIONS RELATING TO THE CONTRACT
III.1.1) Deposits and guarantees required: A Parent Company Guarantee
and/or Performance Bond may be required, the details of which will be set
out in the Invitation to Tender (ITT).
III.1.2) Main financing conditions and payment arrangements and/or
reference to the relevant provisions regulating them: The terms of finance
and payment will be set out in the Invitation to Tender (ITT) and
accompanying documentation.

whom the contract is to be awarded: No special legal form is required but
the Authority reserves the right to require a lead contractor partner to
undertake the primary contracting responsibility for a contract or to
require that one or more parties are jointly or severally liable.

SECTION VI: COMPLEMENTARY INFORMATION
VI.3) ADDITIONAL INFORMATION: RHL is seeking to appoint two contractors
to undertake this capital investment work. The contracts to be awarded
will be single contractor frameworks by contract area (Lot), North and
South whereby each Contractor will be awarded the comprehensive works
packages in each area. Only one contract area (Lot) will be awarded per
Contractor. It is envisaged that the larger contract area (South) will be
awarded to the highest scoring bidder in accordance with the criteria
stated in the Invitation to Tender (ITT).
