SECTION II: OBJECT OF THE CONTRACT
II.1) DESCRIPTION

Health Board seeks to appoint a Contractor to undertake the scope of
construction and refurbishment works described in section II.2.1 below.

II.2) QUANTITY OR SCOPE OF THE CONTRACT
II.2.1) Total quantity or scope: The NHS-Lothian Health Board seeks to
appoint a Contractor to undertake the part demolition of existing
structures and the construction of a two and a half storey, attached, new
building, along with the refurbishment of the original four storey
building - all to accommodate modern clinical outpatient facilities and
office accommodation for a new combined Family and Planning and
Genito-Urinary Medicine Unit. The completed premises will provide
approximately 3 475 m2 overall internal accommodation with 24 car parking
spaces on site with adjacent utilities and access from Lauriston Place and
Chalmers Street, Edinburgh. The new building will be of steel frame on
piled foundations.
The project will be government funded and the Edinburgh Family Planning
Trust is expecting to make a contribution to the costs.
Estimated value excluding VAT: 6 300 000 GBP.

must demonstrate significant relevant experience in projects of similar
size and scope to the advertised project. Each listing must provide the

(f) Completion date
Further information should include past project profiles and CVs of the
participating individual(s) within the firm who will have direct, day to
day involvement in the project. Roles and responsibilities and working
relationships should be outlined.
Three references preferably relating to Health Care sector (including
names and contact telephone numbers).
Copies of the Company's past three years audited accounts and annual
report.
Copies of the level of professional indemnity insurance cover or
equivalent.
Certificate of enrolment on the professional or trade register under the
conditions laid down by the laws of the member state in which he is
established, for instance on Register of Companies.
(NB Separate submissions are required when applying for more than one
consultant service.).

VI.4) PROCEDURES FOR APPEAL
VI.4.2) Lodging of appeals: Precise information on deadline(s) for
lodging appeals: Lothian Health Board will incorporate a minimum of 10
calendar day standstill period at the point that information on the award
of the contract is communicated to Tenderers. This period allows
unsuccessful Tenderers to seek further debriefing from the contacting
authority before the contract is entered into. Applicants have 2 working
days from the notification of the award decision to request additional
debriefing and that information has to be provided a minimum of 3 working
days before the expiry of the standstill period. Such additional
information should be required from Lothian Health Board (ref section 1.1
of the Contract Notice).
If an appeal regarding the award of contract has not been successfully
resolved The Public Contract (Scotland) Regulations 2006 (SSI 2006 No.1)
provide for aggrieved parties who have been harmed or are at risk of harm
by a breach of the rule to take action in the Sheriff Court or Court of
Session. Any such action must be brought promptly (generally within 3
months). Where a contract has not been entered into the court may order
the setting aside of the award decision or order the authority to amend
any document and may award damages.
