II.1) DESCRIPTION

II.1.5) Short description of the contract or purchase(s): Essex County
Council has an overarching vision to make Essex the best place to live in
the country.
To accomplish this we recognise the need for a transformation and delivery
partner to provide significant additional support in skills, capacity and
capability for us to achieve radical innovation, excellence in service
delivery to our customers and a reduction in our ongoing cost base.
We are looking to deliver this excellence across the full range of council
services, therefore a partner will need to bring a breadth of experience,
thought leadership and leading practices, tools and techniques across the
council landscape.
Allied to these strategic transformation skills, we are seeking a partner
who can effectively deliver services across the span of council services,
to achieve clear benefits in terms of customer satisfaction and outcomes,
service performance improvement, efficiency and cost reduction. A
demonstrated willingness to share risk and reward in the delivery of
service improvement will be key.
It is our intention that following contract award the partner will have
the potential to provide any or all of the council’s services, provided
that a robust business case, benchmarking and best value test is passed.
These services will include but are not limited to corporate and back
office functions, environmental services, social care and school related
services.
The skills we are seeking in a transformation and delivery partner
include:
- Strategic design and definition, e.g. defining radical innovation,
providing thought leadership and designing Target Operating Models;
- Transformational Change Management, e.g. transforming culture, managing
Change and Organisation Design;
- Operational service design, management and delivery, e.g. transforming
delivery models, improving performance and delivering social care
services;
- Front end customer service excellence design, management and operation
e.g. improving customer satisfaction and personal outcomes;
- Back office and corporate function design, management and delivery, e.g.
cost effective HR and Finance;
- Business and Management consultancy services, e.g. defining, designing
and creating class-leading solutions;
- Portfolio, Programme and Project Management services, e.g. leading and
managing the delivery of the Change portfolio and BaU projects;
- New enabling technology in support of the transformation change.
- Technology (upon cessation of our current contract for those technology
elements covered by the terms of the current contract).

II.2) QUANTITY OR SCOPE OF THE CONTRACT
II.2.1) Total quantity or scope: The estimated value of the projects
which may be delivered by this contract over its 8 year term is
potentially up to between 2,3 billion and 5,4 billion GBP.
II.2.2) Options: Yes.
Description of these options: The partnering contract between the private
sector partner and the contracting authority will be for a period of 8
years but with an option to extend (exercisable during the initial 8 year
term) for a further 4 years. The project may also include additional
services or works which are a repetition of the services or works provided
under the original contract in accordance with Regulation 14(1)(d)(ii) of
the Public Contracts Regulations.
II.3) DURATION OF THE CONTRACT OR TIME-LIMIT FOR COMPLETION: Duration in
months: 96 (from the award of the contract).
SECTION III: LEGAL, ECONOMIC, FINANCIAL AND TECHNICAL INFORMATION
III.1) CONDITIONS RELATING TO THE CONTRACT
III.1.1) Deposits and guarantees required: The contracting authority
reserves the right to require deposits, guarantees, bonds or other forms
of appropriate security.
III.1.2) Main financing conditions and payment arrangements and/or
reference to the relevant provisions regulating them: The contracting
authority reserves the right to require deposits, guarantees, bonds or
other forms of appropriate security.
III.1.3) Legal form to be taken by the group of economic operators to
whom the contract is to be awarded: The preference of the contracting
authority is for a single partner. However, the contracting authority
reserves the right to require groupings of contractors to take a
particular legal form or to require a single contractor to take primary
liability or for each party to undertake joint and several liability.
III.1.4) Other particular conditions to which the performance of the
contract is subject: Yes.
Under this project any partner (and any supply chain) will be required to
actively participate in the achievement of social and/or environmental
policy objectives relating to recruitment and training and supply chain
initiatives and other similar initiatives. Accordingly contract
performance conditions may relate in particular to social and
environmental considerations.

VI.3) ADDITIONAL INFORMATION: Essex County Council (“the Council”)
envisages, but is not bound by, the following timetable for the
Pre-Qualification Questionnaire (“PQQ”) element of this tender exercise.
Published – 12.11.2008.
Last date for questions – 8.12.2008.
Receipt of PQQ submission via the Essex Supplier Portal – 12.12.2008 – 12
noon.
It is intended that any resulting contract from this tender exercise may
be open to all District, Borough and Unitary Local Authorities, all
Primary Care Trusts, all Fire and Rescue services, all Police Authorities
and any other public sector organisation within Essex and adjacent areas.
A Bidders day is anticipated to be hosted on the 17.11.2008. Invitations
to the Bidders day will be sent to all those who have registered an
interest through the Supplier Portal messaging system. Applicants will
also have the opportunity to arrange a one hour interview slot with the
Authority from the 18th November.
Candidates should return their completed PQQ by the closing date detailed
above using the Essex Supplier Portal (www.essex.bravosolution.com). All
enquiries, questions or requests for clarification by candidates should be
addressed in writing via the message system on www.essex.bravosolution.com
(instructions on how to do this can be obtained in the attached Supplier
Guide which can be found in the “Buyer Attachments” or the helpdesk number
0800 011 2470): Questions not asked in this manner will not be responded
to.
Candidates submitting a PQQ will do so on the basis that the Council may
audit the information submitted. If it is found that any information
submitted is incorrect in any material particular the County Council shall
be entitled to exclude the persons submitting the PQQ from further
consideration in this tender and, if the contract has been awarded, to
terminate the contract.

The Council reserves the right to amend timescales, and change the
evaluation criteria if there are genuine omissions or mistakes.
The Council reserves the right to request a best and final offer from the
shortlisted candidates if it believes that it is in the Council’s best

The Council also reserves the right not to award a contract pursuant to
this notice.
