II.1.5) Short description of the contract or purchase(s): The Welsh
Assembly Goverment has the responsibility via the Department for Children,
Education, Lifelong Learning and Skills (DCELLs) and aims to improve
services for education and training provision to secure better outcomes
for learners, businesses and employers.
'Skills That Work for Wales' a skills and employment strategy and Action
Plans sets out the government's strategy to fulfil the ambition for a
highly educated, highly skilled and high employment Wales. It recognises
that improving leadership and management development is essential to
achieving this ambition.
As part of the 'Skills That Work for Wales' overarching strategy, a
delivery plan entitled 'The Leading Edge for Welsh Businesses - Enhancing
Leadership and Management Skills' approved by the Welsh Minister for
Skills, lays out proposals for leadership and management skills
development into the future.
DCELLs are taking this forward and will work with employers, businesses,
individuals and a range of stakeholders and organisation that have an
interest in leadership and management. to harness all the good work that
is being done collectively and continually strive to improve performance
through world class leadership and management practices.
The Welsh Assembly Government is seeking European Funding from the
Convergence and Competitiveness programmes pan Wales to improve and
enhance and leadership and management skills. This bid will include
requests for funding for a number of areas of work including the Centre
for Excellence. If this funding is denied then the scope of the contract
may change.
This contract will be available for use by other government departments
and associated bodies with the prior written approval of the Authority.
