II.1.5) Short description of the contract or purchase(s): Essex County Council is seeking an innovative private sector partner or partners to participate and invest in a new Public Private Partnership vehicle (a Local Education Partnership or LEP) to be established jointly with some or all of the contracting authorities (as noted in Section Vl.3). The LEP will provide (or arrange the provision of) Partnering Services, which will include (but not be limited to) the development of a strategic investment programme for secondary educational facilities. A number of services will be offered exclusively to the LEP and, subject to its satisfactory performance, additional services may also be offered. These services are as follows: Proposed LEP exclusivity. For all BSF schools in Waves 4, 5 and 6: — Construction (over £500k), — Managed ICT services, — Hard Facilities Management (FM) services – reactive, lifecycle and planned preventative maintenance for PFI schools, — Soft FM services for PFI schools, — Primary Capital Programme PFI projects in Essex. Proposals for potential additional work to be offered to the LEP. — Exclusivity as above for Waves 7, 8 and 9 of the Essex BSF programme, — Capital works for Academies identified in later BSF Waves where these are to be delivered ahead of their programmed date, — Hard FM and Soft FM for Waves 4-9 ‘Design and Build schools’ and non-BSF schools, — Primary Capital Programme Design and Build projects, — Managed ICT services for secondary schools not in Wave 4, 5 and 6; — Managed ICT services for primary schools; — Other Children and Young Peoples services, including extended services; — Build, maintain and operate buildings delivering Local Authority services; — School improvement related services. The LEP may also be required (subject to Essex County Council or other contracting authority approval (as appropriate) to provide services in respect of other educational facilities and other community facilities which support educational outcomes or for any other facilities to be provided by one or more of the contracting authorities in the contracting authorities' area or any other facilities to be provided by Essex County Council in the exercise of the powers contained inter alia Section 2(1) of the Local Government Act 2000 (e.g. libraries, leisure provisions, civic buildings and regeneration developments) (the Relevant Facilities). The Partnering Services will also include architectural, engineering, construction, technical and building services, strategy advisory services, programme management and project development services, procurement consultancy services and procurement and delivery or management of all services required to deliver the strategic investment programme for the Relevant Facilities (including through the provision, integration and management of supply chain arrangements). The Partnering Services may also include educational support services, education programme development services, educational strategy services and all or any of the additional services detailed in the LEP Partnering Services Specification or which the LEP may be required to provide to further the Essex County Council BSF project, or Essex County Council's objectives generally. The LEP will be required to provide the Partnering Services for a period of up to 15 years. The Relevant Facilities will be delivered under Private Finance Initiative (PFI) and design and build arrangements with the contracting authorities contracting directly with the LEP, or Special Purpose Vehicles (SPV) established by the LEP. Where a SPV is established, the shareholders in such SPV may include the LEP, third party equity providers and supply chain members. The first phase of the Essex County Council BSF project is currently envisaged to consist of 2 new secondary schools (PFI), 1 new SEN school (PFI) and 1 SEN extension (Design & Build). In future phases there will be a combination of new build and refurbishment (through PFI and under design and build).
